Senate Bill 926, 89th Legislature, 2025, provides that health insurers and HMOs may rank physicians or classify them into tiers on the basis of performance only if the insurers and HMOs use standards developed or prescribed by standard-setting organizations that TDI designates by rule. The organizations and their standards must meet the criteria in Insurance Code § 1460.005(c).
TDI requests nominations for organizations that should be considered for designation.
Please submit organizations for consideration to LHLcomments@tdi.texas.gov by December 8, 2025. If possible, include the email address of a contact for the nominated organization who can answer questions about the organization and its standards in regard to the statutory criteria.
TDI has received nominations for the organizations below but has not made a determination as to whether they qualify for designation. TDI welcomes any statements in support or opposition. No additional nomination is needed for these organizations.

- Any national medical specialty society, as defined in Insurance Code Chapter 1460
- Commission on Accreditation of Rehabilitation Facilities (CARF® International)
- Core Quality Measures Collaborative (CQMC)
- Denniston Data Inc. (DDI)
- IntegerHealth
- Joint Commission
- National Committee for Quality Assurance (NCQA)
- National Quality Forum (NQF)
- Partnership for Quality Measures (PQM)
- Purchaser Business Group on Health (PBGH)
- United States Department of Health and Human Services (HHS), including the Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Centers for Medicare and Medicaid Services (CMS), Food and Drug Administration (FDA), and National Institutes of Health (NIH)
- S. Preventive Services Task Force (USPSTF)
- Utilization Review Accreditation Commission (URAC)
