Re:   Financial Responsibility Verification Program

The purpose of this bulletin is to inform insurers that the Texas Financial Responsibility Verification Program (FRVP) Reporting Guide and User Manual (user manual), which provides technical guidance to insurers on compliance with the requirements and procedures specified in the FRVP rules (28 TAC §§5.601 - 5.611), has been updated. The updates are outlined in Appendix 1 of the Reporting Guide and User Manual, Version 1.3. The new version of the user manual provides suggested data clean-up procedures that insurers may wish to incorporate. Additionally, an updated Attachment 4, "Sample Written Communication for Error Correction," provides additional information on the vehicle title correction process through the Texas Department of Transportation.
