This bulletin highlights new requirements for rate and form filings for authorized insurers providing coverage through a purchasing group.
For policies effective on and after September 1, 2015, insurers that provide coverage to members through a purchasing group must comply with the
- form, endorsement, and manual rule filing requirements in Division 5, 28 TAC §§5.9320 – 5.9322, and
- rate and rate manual filing requirements in Division 6, 28 TAC §§5.9330 – 5.9337.
Insurers must file currently used forms and rates—if not already filed—and must file any subsequent changes.
For rates with new and renewal business effective dates before September 1, 2015, insurers may submit purchasing group rate filings using the filing requirements under 28 TAC §5.9334(g). For rates with new or renewal business effective dates on and after September 1, 2015, insurers must comply with the general rate filing requirements under 28 TAC §5.9334.
