FAIR Health data submissions

The Texas Department of Insurance (TDI) has determined that data submissions by health plans to the Senate Bill 1264 benchmarking database are not necessary at this time.

TDI rules state that health plan data submissions are to be “determined by the benchmarking database organization.” FAIR Health, the benchmarking database for SB 1264’s arbitration process, indicates it has sufficient data to calculate reliable Texas benchmarks using data from existing contributors. Therefore, until further notice, additional data submissions to the benchmarking database are not required. However, FAIR Health will continue to accept data from health plans that choose to contribute.

TDI selected FAIR Health as the SB 1264 benchmarking database after a comprehensive selection process to identify a database that could provide the required data and meet the legislation’s requirements on conflicts of interest. TDI received and evaluated three responses. Only FAIR Health met all the requirements.

As part of its agreement with FAIR Health, TDI negotiated free access to FAIR Health data benchmark products for health plans that contribute data.
