ADVISORY 2003-22

SUBJECT: Preauthorization Requirements for CARF Accredited WH/WC Programs

The current Commission exemption from preauthorization for work hardening and work conditioning programs will expire December 31, 2003. The Commission will consider whether to adopt a future exemption at its February 19, 2004 public meeting.

Insurance carriers and CARF accredited facilities providing exempted work hardening and work conditioning programs have the following responsibilities and options:

1. For each work hardening/work conditioning program that has been initiated prior to January 1, 2004 no preauthorization requests will be required for the remaining duration of that program.

2. To ensure an injured employee's medical treatment is not delayed, insurance carriers must immediately process preauthorization requests received from currently exempted work hardening/work conditioning programs with services to be initiated on or after January 1, 2004.

3. CARF accredited facilities with current exemptions may request that the Commission remove them from the Commission Preauthorization Exemption List. Such requests should either be made via email to: MRResponse@tdi.texas.govor by facsimile to Medical Review fax # 512-804-4801. Commission staff will take prompt action to facilitate removal requests and to post changes to the Commission's website at www.tdi.state.tx.us and thereafter, preauthorization would be required for program services initiated on or after the day of posting.
