TDI Actuary Boerner Wins Top National Honor

AUSTIN -- Texas Department of Insurance Actuarial Director Mike Boerner is this year’s recipient of the Robert Dineen Award, the highest honor for a state regulator bestowed by the National Association of Insurance Commissioners (NAIC).

 As chair of an NAIC task force, Boerner led an effort to modernize reserving requirements to protect consumers as insurance products become more complex and ensure a level playing field among companies. Boerner’s task force developed a manual to set standards for the new method, known as principle-based reserving, which has been adopted by 38 states so far.

“Principle-based reserving is recognized as a sea change in the life insurance industry, and Mike has been the leading voice behind that change,” said Texas Insurance Commissioner David Mattax. “That’s not surprising for anyone who knows Mike. He is extremely knowledgeable, and he’s the kind of quiet, effective leader you need to build consensus for such a major change.”  

In addition to his work on the NAIC reserve requirements manual, Boerner has chaired and served on numerous other national committees for NAIC. He also is a member of committees on life risk-based capital and health actuarial policies for the American Academy of Actuaries and was recently named the 2015 recipient of the Robert J. Myers Public Service Award from the academy.

Boerner began his TDI career in 1984 as a staff actuary conducting examinations and reviewing reserves. He became head of the Actuarial Office in 1994.
