Life Settlements

Effective September 1, 2011, House Bill 2277 imposed new statutory requirements on the business of life settlements.  We are NOT ACCEPTING RENEWALS and are only issuing TEMPORARY licenses until the administrative rule is formally adopted and becomes effective.  There is no fee associated with a temporary license.  Once the rule becomes effective, all licensees must submit new form FIN430, or FIN432 within 30 days to maintain an active license. Links to these forms are located below.  Applications will be processed as staff is able; please note this will take time and licensees are still authorized to conduct business as long as the application is submitted within the 30-day window after the rule effective date.  For further questions, contact Christine Browning at 512-475-1994 or Christine.Browning@tdi.texas.gov.

  • Form FIN430
License Application for a Life Settlement Provider or Broker.
  • Form FIN431
Application for renewal of a broker or provider license or change of information. DO NOT submit this form to meet the statutory requirements of §1111A.026, which requires everyone to file a new application within 30 days after the administrative rule becomes effective. All licensees must re-register under the new legislation using forms adopted by rule, forms FIN430 or FIN432.
  • Form FIN432
Life agent notification to act as a life settlement broker is required for applicants who have held a resident Texas life and health license for at least one year. This form also applies to agents who hold a non-resident Texas life and health license and have held a life and health license in their domiciliary state for at least one year. This application is only for those wishing to act as a sole proprietor.
  • Form FIN434
Biographical affidavit for Life Settlement Providers or Brokers. Must be completed for all individuals specified in the instructions of forms FIN430 and FIN431, as adopted by rule.
