Current opportunity: Human Resource Specialist

Internal/External – for TDI Employees and the General Public

The Human Resource Specialist is responsible for the administration of human resources and ensuring compliance with federal and state laws.

This position:

  • processes personnel requisitions and updates Human Resources Information Systems database for position vacancies and job posting information;
  • prepares job postings;
  • runs applicant tracking sheets;
  • screens applications for minimum qualifications and refers qualifying applications to hiring divisions;
  • assists employees and liaisons on various inquiries regarding personnel issues including employment, job postings, policies and procedures;
  • interprets personnel policies and processes as they relate to processing Personnel Action Forms (PAFs) and Personnel Requisitions (PREQs);
  • provides administrative support to Human Resources to include creating and closing posting files, entering performance evaluations into Human Resources Information Systems, and maintaining the filing for all personnel related forms; and
  • assists with the planning, developing, revising and implementing of human resource policies, procedures and forms.


Graduation from an accredited four-year college or university with a degree in business, public administration, human resource management, management or in a field relative to assignment.  Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additionally, this position:

  • requires two years of experience in a field relative to assignment; and
  • prefers at least one year of experience working with the Centralized Accounting and Payroll/Personnel System; and experience with talent acquisition.

This position requires demonstrated knowledge of:

  • human resource management;
  • public administration and management techniques;
  • business terminology, spelling, punctuation, grammar, typing formats, and word processing techniques and procedures; and
  • the use of personal computers and related software such as Microsoft Office suite.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • effectively communicating both verbally and in writing;
  • the application of human resource state and federal laws;
  • the use of personal computers sufficient to enter and extract data from related systems and programs such as Oracle and Access; and
  • the use of databases and tracking systems.

This position requires the demonstrated ability to:

  • apply critical thinking to analyze and interpret information;
  • maintain confidentiality of information;
  • manage competing priorities while utilizing available resources for maximum output;
  • devise solutions to problems;
  • communicate effectively with all levels of employees and the public; and
  • establish, promote, and maintain effective working relationships with manager, team members, co-workers, insurance company employees and the public.
