Current Opportunity: Engineer (2 Positions)

This position performs engineering work in the Inspections Office of the Regulatory Policy Division. Work involves evaluating and recommending building code standards and conducts the oversight of professional engineers certifying structures for windstorm insurance coverage.


The Engineer:

  • performs and may oversee oversight inspections of appointed Texas licensed professional engineers performing windstorm inspections along the Texas Gulf Coast;
  • conducts and may oversee technical reviews of structural plans and calculations of residential and commercial structures built along the Texas Gulf Coast;
  • performs wind load and structural computations;
  • evaluates rational analysis and test reports on building products to determine their ability to withstand wind load requirements outlined in the building code specifications;
  • prepares technical correspondence to appointed engineers and manufacturers relating to the windstorm inspections program;
  • communicates with windstorm inspectors, contractors, engineers, architects, manufacturers, elected officials and their staff, insurance agents, TDI employees, and consumers concerning the Windstorm Inspections Program, building codes, engineering regulations, standards, or policies;
  • develops, implements, and maintains the windstorm building codes;
  • designs, installs, maintains, and provides advice on computer systems and equipment; and evaluates, designs, and programs computer hardware and software for engineering design applications; and
  • plans, develops, and coordinates engineering projects.

Qualifications

Graduation from an accredited four year college or university with a degree in engineering. Education and experience relevant to the position requirements may be substituted for one another on a year-for-year basis.


Additionally, this position requires:

  • Engineer IV – four years’ experience in a field relative to assignment.
  • Engineer V – four years’ experience in a field relative to assignment.
  • Engineer VI – five years’ experience in a field relative to assignment.
  • a Texas Professional Engineer license.  

Preferences for this position include:

  • Engineer IV – five years’ experience in a field relative to assignment.
  • Engineer V – five years’ experience in a field relative to assignment.
  • Engineer VI – six years’ experience in a field relative to assignment.
  • experience with the design of wood frame and masonry structures in high wind areas.
  • building inspections and construction practices in high wind areas.
  • a professional designation in relevant technical areas.

This position requires demonstrated knowledge of:

  • engineering principles, techniques, and procedures;
  • applicable laws, regulations, and rules;
  • mathematics, as applicable to engineering calculations and techniques;
  • the design of structures;
  • wood frame and masonry construction;
  • current construction practices and of building codes;
  • ASCE-7 and application of wind loads; and
  • International Residential Code and the International Building Code, specifically regarding wind resistant construction.

This position requires demonstrated skill in:

  • problem solving and critical thinking;
  • using Microsoft Office software applications, including Word, Excel, PowerPoint, Access, and Outlook;
  • computer-aided design techniques and Auto CAD engineering software;
  • using personal computers sufficient to enter and extract data from related systems and programs, such as Oracle; and
  • operating a motor vehicle in highly congested traffic conditions within the City of Austin, the metropolitan area, and the Gulf Coast area in a safe courteous manner in compliance with traffic laws.

This position requires the demonstrated ability to:

  • perform structural computations, particularly relating to wood and masonry design;
  • meet and discuss building codes with windstorm inspectors, contractors, engineers, insurance agents, architects, manufacturers, elected officials and their staff, and consumers;
  • communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds, including TDI employees, the public, insurance agents, and elected officials and their staff;
  • conduct training sessions for windstorm inspectors, contractors, engineers, architects, and manufacturers;
  • establish and maintain positive, effective, and open communications in a clear, concise, and compelling manner;
  • present complex data, policies, analyses, and recommendations in a clear, concise, and compelling manner;
  • interpret federal and state laws and regulations and understand with impact on engineering and property and casualty insurance;
  • satisfy the conditions required to maintain fully-qualified driving status; and
  • work independently with limited to minimal supervision.
