Current Opportunity: Program Specialist

Internal/External Posting – TDI Employees and General Public

The Program Specialist performs highly advanced general management, solicitation, project management, and coordination activities for the Procurement and General Services Office.


This position:

  • works on a variety of special projects involving program analysis and planning;
  • drafts and edits a wide range of documents, including reports, analyses, and recommendations;
  • assists with solicitations by acting as a liaison between the Purchasing and Contract Administration program and the various agency divisions;
  • works with subject matter experts to document and clarify requirements for contract solicitations;
  • assists with the development and review of solicitation documentation and the coordination of solicitation schedules and activities;
  • uses project management techniques to ensure division tasks and assignments remain on schedule;
  • develops, documents, and updates policies and procedures; and
  • performs other duties as assigned.

Qualifications

Graduation from an accredited four-year college or university with a degree in business administration, liberal arts, or in a field related to the assignment. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis. 


Additionally, this position requires:

  • four years’ experience in a field relative to the assignment; and
  • certification as a Certified Texas Contract Manager (CTCM) within eighteen months of employment.

Preferences for this position include:

  • experience with contracts and procurements or project management.

This position requires demonstrated knowledge of:

  • project management concepts and techniques; and
  • business or program terminology, spelling, punctuation, grammar, typing formats, and word processing techniques and procedures.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • developing goals and objectives;
  • using Microsoft Office software applications, including Word, Excel, PowerPoint, and Outlook; and
  • using personal computers sufficient to enter and extract data from related systems and programs.

This position requires the demonstrated ability to:

  • interpret policies, procedures, and regulations;
  • present complex data, policies, analyses, and recommendations in a clear, concise, and compelling manner;
  • develop and evaluate administrative policies and procedures;
  • manage and coordinate multiple tasks and priorities in order to meet necessary deadlines;
  • communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds;
  • apply critical thinking to analyze and solve work problems; and
  • establish and maintain effective working relationships with employees at all levels of the agency and external customers.

Computer and written skills tests will be administered during the interview.
