Current Opportunity: Director of Procurement and General Services

Internal/External – TDI Employees and General Public

The Director of Procurement and General Services oversees staff services, facilities management, and purchasing and contract administration functions. This position also serves as fleet manager for agency owned vehicles; coordinates the agency’s risk management and safety program; is responsible for the agency records management program and forms administration; and oversees agency warehouse operations.


This position:

  • Provides direction and oversees the managers of the Purchasing and Contract Administration, Hobby staff services and facilities management as well as Metro staff services and facilities management;
  • Ensures compliance with applicable state and federal laws, rules and regulations;
  • Prepares strategic and business plans for the Procurement and General Services Office, to include setting goals and objectives consistent with the plans;
  • Provides direction, guidance and assistance to all TDI divisions;
  • Plans, develops, implements, coordinates, monitors and evaluates Procurement and General Services policies and procedures;
  • Directs, prepares and monitors the Procurement and General Services Offices budget;
  • Serves as the property manager which includes property assignments to staff, maintaining location and annual inventory of all agency assets;
  • Coordinates all building related renovations, maintenance and repairs with the Texas Facilities Commission or building lessors as applicable;
  • Plans and coordinates space assignments and moving of personnel and equipment;
  • Serves as liaison to the Texas Facilities Commission (TFC) for all services provided to state owned buildings occupied by TDI;
  • Prepares specifications and coordinates with TFC to secure lease contracts for TDI field offices, including administering the contracts throughout the term of the leases, coordinating furnishings and equipment requirements and space needs for field offices, and projecting future lease costs;
  • Oversees the operation of mail and copy centers at offices in Austin;
  • Serves as the agency Fleet Manager which involves maintaining records on agency owned vehicles;
  • Oversees the agency’s Risk Management and Safety Programs, including coordination of emergency response plans;
  • Oversees agency records management and forms administration programs; and,
  • Oversees agency warehouse operations.

Qualifications

Graduation from an accredited four-year college or university with a degree in business or public administration, accounting, management, or in a field relative to assignment.  Experience may substitute for the education requirements on a year-for-year basis.  Education may not substitute for the experience requirement. 


Additionally, this position requires:

  • five years of experience as an executive, manager or project manager in the administration of business or government, with two of those years demonstrating experience in state agency staff services and purchasing or contracts administration work.


This position requires demonstrated knowledge of:

  • principles and practices of public administration and management;
  • management principles and organizational behavior;
  • state budgeting and staffing proposals; and,
  • state procurement rules and guidelines, Texas procurement statues, rules and guidelines, and other local and state laws, rules, and regulations related to staff services duties.

This position requires demonstrated skill in:

  • communicating and working effectively with all levels of employees and the public;
  • developing employees through training, goal setting, and change management;
  • managing diversity and establishing and maintaining positive, effective and open communication with all levels of employees and the public
  • establishing goals and objectives;
  • planning, assigning, and managing the work of others; and,
  • working under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

This position requires the demonstrated ability to:

  • motivate and provide leadership and initiative;
  • develop and analyze strategic and business plans;
  • identify areas of needed change and make recommendations to improve operations and customer service;
  • oversee a wide variety of activities and projects;
  • work collaboratively with colleagues and customers;
  • identify risk, or issues; evaluate alternatives; and implement innovative, cost-effective solutions;
  • write and speak effectively; and,
  • maintain an effective system of record keeping.
