The Research Specialist provides data analysis; collects information through statistical plans, special calls, and surveys; produces data compilations; and collects and maintains statistical data for the Data Services Team, part of the Property and Casualty Actuarial Office of the Regulatory Policy Division.


This position:

  • collects, compiles, queries, and analyzes research data, including statistical methods and relational databases to analyze data sets;
  • collects, confirms, and analyzes source data to verify completeness and accuracy;
  • conducts interviews to gather and clarify data;
  • designs data collection and surveys and applies advanced statistical methods and formulas to data;
  • conducts and administers data calls, surveys, and other data gathering methods; plans data collection methods and sampling methods for projects; provides technical support to data providers, including reviewing data calls for errors and working with data providers to correct errors;
  • prepares research data sets and documents data structure and definitions;
  • communicates with department staff and external customers to explain data, processes, and analysis results;
  • works with insurers and designated statistical agents to ensure timely reporting of data and compliance with statistical plans, and to address technical questions;
  • provides consultation and technical advice on research methods and techniques, including project design, planning, instrumentation, statistical analysis, and reporting;
  • reviews credit scoring model filings and related supporting information for compliance with the Texas Insurance Code and the Texas Administrative Code;
  • assists with conducting data quality assurance procedures and/or reviewing projects; and
  • assists in developing policies and procedures used in conducting and administering research, demonstrations, and evaluation activities.

Qualifications

  • Research Specialist I –  sixty college hours with coursework in business, public administration, computer science, actuarial science, mathematics, statistics, or in a field relative to assignment.
  • Research Specialist II-III – graduation from a four year college or university with a degree in business, public administration, computer science, actuarial science, mathematics, statistics, or in a field relative to assignment.

Additionally, this position requires:

  • Research Specialist I - II – one year experience in research methodology, statistical analysis, and planning work.
  • Research Specialist III – two years’ experience in research methodology, statistical analysis, and planning work.

 

Education and experience relevant to the position requirements may be substituted for one another on a year-for-year basis.


Preferences for this position include:

  • insurance or actuarial experience.

This position requires demonstrated knowledge of:

  • business or program terminology, spelling, punctuation, grammar, typing formats, and word processing techniques, software, and procedures;
  • research design, demonstration, and evaluation concepts and methodologies;
  • statistical concepts and methods and their application to research analysis;
  • research and data analysis methodologies and standards, and appropriate research sources and texts; and
  • measurement, testing, and evaluation procedures.

This position requires demonstrated skill in:

  • problem solving, decision making, and planning;
  • developing goals and objectives;
  • using personal computers to enter and extract data from related systems and programs, such as Statistical Analysis System (SAS), Structured Query Language (SQL), ArcGIS, Oracle, and other available software;
  • using Microsoft Office software applications, including Word, Excel, Access, PowerPoint, and Outlook; and
  • designing tables, creating macros, and/or writing VBA code.

This position requires the demonstrated ability to:

  • apply critical thinking to analyze and solve work problems;
  • communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public;
  • establish and maintain effective working relationships with other staff, insurance industry representatives, and the general public;
  • maintain the confidentiality of sensitive information;
  • analyze issues and data, draw valid conclusions, and make recommendations;
  • prepare and present complex data, analyses, and recommendations in a clear, concise, and compelling manner;
  • comprehend and apply complex regulatory rules and statutes to determine compliance or solve problems; and
  • organize and prioritize workload.
