Current Opportunity: Deputy Commissioner for Agency Affairs

Internal/External TDI Employees and General Public

This position reports directly to the Commissioner of Insurance and performs highly advanced (senior level) managerial work as the Deputy Commissioner for Agency Affairs. Provides direction and guidance to the Government Relations Office and the Office of Strategy Management. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The Deputy Commissioner for Agency Affairs:

  • serves as a member of the executive staff and provides policy and operational advice to the Commissioner of Insurance and other executive management;
  • represents the Commissioner of Insurance at business meetings and conferences, and performs liaison and advisory work, as directed; supports the commissioner’s direction for leading at state, national and international regulatory levels;
  • engages with stakeholders, trade associations, professional groups and regulators of other states on insurance regulatory matters;
  • collaborates with the Commissioner of Insurance and executive staff to facilitate communication, coordinate regulatory matters among divisions, and establish goals and objectives that support agency strategies; oversees development of the agency’s strategic plan;
  • exercises direct and collaborative authority to implement commissioner decisions;
  • facilitates executive level decision making on agency strategy and develops policies, procedures and guidelines for agency strategy management;
  • formulates agency direction for using data to shape policy direction and to define and measure success;
  • analyzes information in order to communicate and present reports and proposals to executive management;
  • makes legislative recommendations, responds to legislative inquiries, reviews legislation, writes testimony, and represents TDI in meetings with legislative offices and in legislative hearings;
  • develops and implements techniques for monitoring and evaluating division activities;
  • reviews and approves division budget;
  • promotes ethical standards and enterprise risk management principles; and
  • performs other duties as assigned.


Graduation from an accredited college or university with a degree in business, public administration or in a field relative to assignment.  Experience may substitute for education on a year-for-year basis.  Education may not substitute for the experience requirement. Executive experience is defined as experience in a supervisory, management or advisory capacity to executive staff. 

Additionally, this position requires:

  • five years of experience in the field of insurance or insurance regulation, or as an executive in the administration of business government, or law, with two of the five years consisting of experience similar to the duties of the position. 

Preferences for this position include:

  • Five years of experience working effectively with legislative staff and insurance industry.

This position requires demonstrated knowledge of:

  • the Texas Insurance Code, Texas Administrative Procedures Act, Public Information Act and Open Meetings Act;
  • principles and practices of public administration and management, organizational behavior, and budget and staffing proposals;
  • principles of enterprise risk management;
  • methodologies including operations, analysis, project management, process development and quality assurance for agency projects; and
  • strategic planning techniques.

This position requires demonstrated skill in:

  • strategically managing risk;
  • maintaining a strong ethical environment;
  • data analysis, problem solving, and implementing effective solutions;
  • change management and managing complex projects;
  • setting and accomplishing challenging goals;
  • communicating complex information across a wide range of audiences and working effectively with all levels of TDI employees, the public, the insurance industry, and elected officials and their staff; and
  • developing employees through training, goal setting, and change management.

This position requires the demonstrated ability to:

  • direct and organize program activities;
  • coordinate the work of others, identify problems, evaluate alternatives, and implement effective solutions;
  • apply critical thinking to develop, monitor, and evaluate administrative policies and procedures;
  • build and foster collaboration with and among direct reports and agency staff;
  • develop, monitor, and evaluate strategic and operational plans;
  • prepare concise reports;
  • communicate effectively;
  • motivate and provide thoughtful leadership to direct reports; and
  • plan, assign, and manage the work of others.
