Current Opportunity: Program Specialist (Part Time 30hrs/week)

Internal/External Posting for TDI Employees and the General Public

The Program Specialist performs an array of technical and administrative activities for a legal office that coordinates open record requests for the agency. Work involves ensuring that open record requests are reviewed and routed timely and accurately, training agency liaisons to comply with the Public Information Act; coordinating and designing workflow analysis; maintaining the document management system, tracking files. The Program Specialist will also be responsible for reviewing division operations to identify areas in need of change and assisting with the development of plans to improve or address areas of concern. This position resides in the Open Records Office of the General Counsel Division.

This position:

  • coordinates responses to requests for information under the Texas Public Information Act,  including mailing of documents and entering information into a computer tracking system;
  • monitors and audits compliance with policies, laws, and regulations for open records;
  • maintains office procedure manual, and reference and training materials;
  • generates/creates reports by extracting data from relational databases;
  • edits attorney general referral documents and assists staff attorney in drafting templates;
  • review redactions and proof read high volumes of text;
  • assists in the collection, organization, analysis, and preparation of materials in response to requests for program information and reports;
  • assists program staff in determining trends and resolving technical problems;
  • answers inquiries from the public and TDI staff, and provides information to the public by email, mail or phone;
  • distributes incoming mail, prepares mail-outs, and maintains records on postage, registered mail, and packages;
  • may train others;
  • provides back-up support to the chief clerk office; and
  • performs other duties as assigned.


Graduation from an accredited four-year college or university with a degree in a field related to the position. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additionally, this position requires:

  • two years of technical and administrative work in a legal environment.

Preferences for this position include:

  • project management experience;
  • knowledge of legal terminology and professional legal ethical standards;
  • experience performing legal research;
  • coordinating open records requests at a state agency; and/or
  • an advanced degree.

This position requires demonstrated knowledge of:

  • the Public Information and Administrative Procedures Act;
  • research methods and techniques;
  • plain language style of writing;
  • administrative and office procedures to include the use of proper business telephone and email etiquette, and internal communication strategies; and
  • relational databases and software applications such as Work, Excel, and Outlook.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • researching policies and state and federal laws and regulations;
  • communicating and working effectively with all levels of employees, governmental officials, and the public;
  • proof reading and editing high volumes of text within strict timelines;
  • clearly and concisely translating complex information into plain language;
  • using personal computers sufficient to enter and extract data from related systems and programs; and
  • the use of relational databases or tracking systems to create reports.

This position requires the demonstrated ability to:

  • apply critical thinking to evaluate, analyze and interpret policies and procedures;
  • make decisions in accordance with rules, regulations, and procedures;
  • prepare and maintain complex records and files;
  • maintain flexibility while simultaneously managing conflicting priorities;
  • organize and prioritize work load;
  • work independently;
  • handle matters of strict confidence;
  • work with all levels of employees including a diverse group of legal staff, administrative staff, executives, stakeholders, and the public in general;
  • train others; and
  • travel between two (2) offices.
