Texas Department of Insurance

Internal/External Posting – TDI Employees and General Public

The Purchaser performs purchasing and procurement work. Work involves purchasing and procuring commodities, equipment, and services using guidelines, rules, policies, and laws. This position also supports the contract administrations staff as needed.


This position:

  • processes requisitions and orders merchandise, supplies, and equipment using guidelines, rules, policies, and laws;
  • prepares, reviews, and tracks purchase orders, including subscriptions, publications, and memberships;
  • prepares and distributes solicitations to vendors;
  • assist contract administration staff as required;
  • reviews and tabulates responses to determine lowest and best bids;
  • audits invoices and checks for accuracy, receipt of material, and compliance with purchase orders;
  • assists with special projects; and
  • performs other duties as assigned.

Qualifications

Sixty College Hours. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.


Additionally, this position requires:

  • a minimum of two (2) years of experience in the procurement of goods and services; and
  • certification as a CTP (Certified Texas Purchaser) within one year from the  date of hire.

Additionally, the position prefers:

  • ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources; and
  • at least one year experience using Microsoft Word and Excel software applications.

This position requires demonstrated knowledge of:

  • contract/document management, state purchasing procedures, and general office practices;
  • principles of business administration; and
  • office practices and procedures.

This position requires demonstrated skill in:

  • problem solving, decision making, and planning;
  • professional telephone techniques;
  • using Microsoft Office software applications, including Word, Excel and Outlook; and
  • using personal computers sufficient to enter and extract data from related systems and programs.

This position requires the demonstrated ability to:

  • handle multiple tasks simultaneously and manage conflicting priorities in order to meet deadlines;
  • communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public;
  • understand and carry out complex instructions;
  • prepare and maintain complex records and files;
  • make decisions in accordance with rules, regulations, and procedures;
  • apply critical thinking to analyze and solve work problems;
  • establish and maintain effective working relationships with employees at all levels of the agency and external customers; and
  • lift and carry up to 25 lbs.
