Current Opportunity: Contract Administration Manager

Internal/External Posting – TDI Employees and General Public

The Contract Administration Manager coordinates activities associated with developing and implementing technology contracts for TDI. Participates in all phases of procurement functions in the development of contracts and in any major acquisitions including drafting and reviewing statements of work (SOW), internal/external analysis, risk mitigation identification, and business analysis duties.


This position:

  • assists agency staff with IT specification development; evaluates customer requirements to develop statements of work and other related purchasing documentation;
  • assists in cost/benefit projections expected from IT contracting projects;
  • coordinates with purchasing staff, legal, agency security officer, ITS management, and ITS sections on all IT SOWs and contracts; and
  • may participate in evaluation of vendor responses and potential products for procurement;
  • reviews IT procurement requests to safeguard against duplicative investments;
  • develops IT procurement templates with standard language for new SOWs and contracts; and criteria to evaluate technology proposals;
  • reviews existing information technology contracts to develop recommendations for improvements and monitors vendor performance for compliance;
  • manages IT projects using project management standards; and may assist customers with implementation of established technology contracts;
  • develops requirements, traceability documentation, use cases, user stories, and test plans for IT projects and customer requests;
  • monitors IT contracts for compliance with terms and brings issues to management; and
  • performs other duties as assigned.

Qualifications

Graduation from an accredited four-year college or university with a degree in computer science, computer information systems, business, or in a related field.  Education and experience relevant to the position may be substituted for one another on a year-for-year basis. 


Additionally, this position requires:

  • four years of recent experience in information technology contract management; and preparation or review of specification and evaluation of proposals.

Preferences for this position include:

  • experience in state government IT contracts; and
  • certification as Certified Texas Purchasing Manager and/or Certified Texas Contract Manager.

This position requires demonstrated knowledge of:

  • principles and practices of state of Texas procurement laws, regulations, rules, policies and procedures and contract management guidelines;
  • standard terms and conditions for IT contracts;
  • information technology equipment, computer hardware and software and telecommunications environments;
  • risk assessment methodologies;
  • project management theories and practices;
  • project management procedures published by Texas Department of Information Resources; and
  • business analysis methodologies.

This position requires demonstrated skill in:

  • communicating and working effectively with all levels of employees and the public;
  • providing excellent and courteous customer service both internally and externally;
  • instructing others and presenting technical data in an understandable format to lay and technical audiences;
  • evaluating complex information technology programs, issues, and in developing creative and workable solutions to complex problems;
  • interpreting and communicating effectively on complex technical concepts, both verbally and in writing;
  • forming and maintaining positive and productive working relationships both internally and externally; and
  • the operation of a computer and applicable software including Microsoft Office applications.

This position requires the demonstrated ability to:

  • identify and resolving problems by using strong analytical techniques, innovative approaches and taking initiative in preventing and solving problems;
  • work independently and collaboratively with all stakeholders;
  • interpret complex rules, regulations, policies, and procedures;
  • remain objective in stressful or potentially charged situations;
  • complete high quality deliverables;
  • work flexible hours, overtime, weekends and on call duty;
  • gather, assemble, correlate, and analyze facts and produce comprehensive documentation and concise reports; and
  • maintain strict confidentiality of information, follow ethical standards, and enforce agency policy.
