Current Opportunity: Market Conduct Financial Examiner

Internal/External Posting – TDI Employees and General Public

The Market Conduct Financial Examiner performs tasks to determine and report in writing on the market condition of, and regulatory compliance by, insurance companies.


This position:

  • participates in examinations of the market practices of insurers, premium finance companies, managing general agents and local recording agents, within and outside the State of Texas, including examinations conducted in cooperation with other jurisdictions;
  • assists in preparing and submitting reports of examination that includes evaluations and recommendations for regulative or judicial actions as required, and assists in preparing documentation and work papers to support findings;
  • confers with company management and or representatives to resolve problems and deviations from required and permissible standards and procedures;
  • evaluates company’s performance in its dealings with policyholders and consumers;
  • assesses advertising materials for compliance with applicable statutes and rules;
  • reviews policy forms, underwriting guidelines and rating practices;
  • conducts a random review of claims paid, denied or closed without payment and a random review of complaint files;
  • assists in completing financial statement to include a Balance Sheet and a Summary of Operations/Underwriting and Investment exhibit; and
  • analyzes the company’s operating trends, noting any shifts in trends.

Qualifications

Graduation from an accredited four-year college or university with a degree in business administration, finance, risk management, economics, insurance, or related field is generally preferred.  Successful completion of the following courses is required for degrees other than accounting:

  • Accounting Fundamentals (6 semester hours)

OR

Master of Science (MS), or M.B.A. in accounting from an accredited college or university.

COLLEGE TRANSCRIPT REQUIRED WITH SUBMISSION OF APPLICATION

Must attain qualification as an Accredited Insurance Examiner (AIE) within a period not longer than three years after employment as a trainee and qualification as a Certified Insurance Examiner (CIE) within a period not longer than five years after employment as a trainee.



This position requires demonstrated knowledge of:

  • computer software applications, such as Microsoft Word, Excel and Outlook and the use of automated equipment;
  • basic financial accounting practices and procedures, general business concepts, and a general understanding of business law and practices; and
  • basic legal and departmental regulations affecting operations of insurance or holding companies.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • professional verbal and written communication skills;
  • working effectively with all levels of employees and the public;
  • gathering and assimilating information from multiple sources efficiently, and developing clear and concise conclusions; and
  • strong organizational skills.

This position requires the demonstrated ability to:

  • apply critical thinking to analyze and solve work problems;
  • establish and maintain effective working relationships with supervisors, co-workers, team members, insurance company employees and the general public;
  • learn common accounting practices used in the insurance industry;
  • learn to effectively analyze financial statements, reports, records and forms;
  • read, comprehend and apply rules and statues regulating insurance organizations; and
  • pursue insurance-related professional designations (i.e. AIE, CIE).
