Internal/External Posting – TDI Employees and General Public

The Programmer II-IV performs complex (intermediate) to highly complex (senior-level) computer programming work in the Information Technology Services office of TDI.


This position:

  • codes, tests, and debugs programs as outlined by a system's technical and functional requirements;
  • compiles and documents procedures used throughout program development and revision;
  • prepares detailed workflow charts and diagrams that describe input, output, and logical operation and converts them into a series of instructions coded in a computer language;
  • prepares test data and instructions for use during production runs;
  • assists in the preparation and development of instructions or manuals to provide guidance to end users;
  • assists in developing equipment requirements and capabilities for proposed computer applications;
  • assists in the review of existing computer programs to determine whether revisions, repairs, or expansions are needed to increase operating efficiency or adapt to new requirements;
  • acts as a senior developer that may oversee the work of others; and
  • performs other duties as assigned.

Qualifications

  • Programmer II - Sixty college hours.
  • Programmer III-IV - Graduation from an accredited four-year college or university with a degree in data processing, computer science, business, or a related field is generally preferred.  Education and experience relevant to position requirements may be substituted for one another on a year-for- year basis.

Additionally, this position requires:

  • Programmer II –  one year of recent programming experience, specifically Java.
  • Programmer III – two years of recent programming experience, specifically Java.
  • Programmer IV – three years of recent programming experience, specifically Java.

Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.


Preferences for this position include:

  • one to three years of experience in Oracle databases, SQL and PL/SQL, Spring framework, JDeveloper, JavaScript, or SVN;
  • one to three years of experience in Agile Software Development practices or Test Driven Development;
  • one to three years of experience in secure coding practices;
  • one to three years of experience in ITIL-based best practices; and
  • knowledge on coding to Americans with Disabilities Act as Amended (ADAA).

This position requires demonstrated knowledge of:

  • the principles, practices, and techniques of computer programming and systems analysis;
  • computer operations procedures and systems; and
  • computer programming languages.

This position requires demonstrated skill in:

  • problem solving, decision making, and planning;
  • computer programming; and
  • the operation of computers and their hardware and software.

This position requires the demonstrated ability to:

  • analyze software problems and develop solutions;
  • design software and systems architecture;
  • prepare program specifications;
  • code, test, and debug computer programs;
  • to apply critical thinking to interpret technical information related to computer programming and other areas of data processing;
  • work both collaboratively and independently;
  • interpret technical information related to computer programming and other areas of data processing;
  • communicate effectively;
  • work flexible hours as necessary;
  • maintain strict confidentiality of information; and
  • follow ethical standards.
