Current Opportunity: Compliance Specialist

Amended (07/27/2017) Internal/External Posting – TDI Employees and General Public

The Compliance Specialist performs advanced (senior-level) insurance work. Work involves the investigation of alleged violations of the Texas Labor Code, including: examining, investigating, reviewing, and interpreting administrative violation referrals, records, reports, information systems, and management practices to ensure legal compliance with state statutes and agency rules. May train others and perform quality reviews of the work of others. Must be able to communicate complicated ideas/issues verbally and in writing. Must be willing to travel as needed.


This position:

  • enters and accurately codes administrative violation records in database;
  • conducts complete claim file compliance review on selected administrative violation referrals;
  • reviews complex administrative violation referrals for compliance and recommends evidence based findings;
  • makes public presentations about administrative violation referral investigations;
  • provides training and guidance to Compliance Review team members as needed; and
  • assists with special projects.

Qualifications

Graduation from an accredited four-year college or university.  Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.


Additionally, this position requires:

  • two and half years’ of experience in workers’ compensation or in a field relative to the assignment.


This position requires demonstrated knowledge of:

  • office practices and administrative procedures; including Microsoft Office Word, VisiFlow, and Sircon;
  • business terminology, spelling, grammar, and mathematics; and
  • Texas Labor Code and 28 Texas Administrative Code as it pertains to the compliance requirements of workers’ compensation system participants.

This position requires demonstrated skill in:

  • effective, professional verbal and written communication; 
  • workers’ compensation indemnity benefits;
  • medical bills and records; generally accepted auditing standards and procedures;
  • MS Office applications (Word, Excel, Access); and computer technology principles, terminology, programming, and automated systems; and
  • problem solving, decision making, and planning.

This position requires the demonstrated ability to:

  • master the principles of workers’ compensation and evidence requirements under the Administrative Procedures Act and the Government Auditing Standards issued by the United States General Accounting Office for the purpose of investigation alleged administrative violation;
  • interpret and apply the Texas Labor Code and Texas Administrative Code;
  • communicate review findings on compliance issues;
  • establish and maintain effective internal and external working relationships;
  • compose clear and concise reports, gather and analyze accurate and relevant evidence, evaluate workers’ compensation system participant actions for compliance, and organize evidence to support findings;
  • research statutes and rules and apply statutory requirements to administrative violation referral investigations;
  • manage priorities and exercise independent judgement to perform at expected levels of professionalism, quality, and productivity;
  • use a personal computer to record findings of administrative violation investigations;
  • produce reports and conduct investigations, with limited administrative support;
  • identify processes and areas for improvement and potential solutions;
  • represent the agency before workers’ compensation system participants and the public;
  • plan, analyze, and solve work problems, and interpret and apply agency policies and regulations; and
  • apply critical thinking to analyze and solve work problems.

 

Grammar and written tests will be administered during interview.
