Current Opportunity: Assistant General Counsel

Internal/External – TDI Employees and General Public

The Assistant General Counsel performs routine to highly complex attorney work for the division of workers’ compensation’s office of general counsel, drafts administrative rules for the division, interprets laws and regulations, prepares legal documents, renders legal advice and counsel, and assists with preparing cases for trials or appeals.


This position:

  • manages rule projects and drafts rules for the agency;
  • provides legal counsel to the Commissioner, executive staff, and program areas of the division, including extensively analyzing and interpreting laws and regulations, preparing opinions and drafting briefs, and participating in or leading briefings and strategy sessions;
  • assists the Office of the Attorney General with preparation of cases for court trials and appeals;
  • reviews contracts and reviews and drafts memorandums of understanding;
  • extensively analyzes proposed legislation;
  • works with clients on responding to open records requests and subpoenas; and
  • performs other duties as assigned.

Qualifications

Graduation from an accredited law school with a J.D. or L.L.B degree, and a license to practice law in the State of Texas. Experience as a law clerk may be counted towards legal experience.


Additionally, this position:

  • requires four years of legal experience with three of those years practicing administrative law; and
  • prefers one year experience drafting administrative rules for a state agency under the Texas Administrative Procedure Act.


This position requires demonstrated knowledge of:

  • legal principles, practices, and proceedings;
  • laws, regulations, and rules relating to the agency such as the Texas Workers’ Compensation Act, the Public Information Act, and the Texas Administrative Procedure Act;
  • legislative drafting techniques and legislative processes; and
  • civil and administrative procedures.

This position requires demonstrated skill in:

  • problem solving, decision making, and planning;
  • legal research, analysis, and writing in plain English;
  • the use of personal computers and applicable software;
  • using reasoning and logic; and
  • prioritizing workloads.

This position requires the demonstrated ability to:

  • exercise good judgment in the analysis of legal problems and to prepare sound, clear opinions;
  • apply critical thinking to analyze and solve legal problems and interpret laws and regulations affecting the agency;
  • express comments and legal opinions clearly and persuasively;
  • interact tactfully and professionally with the public, co-workers, agency staff, and system participants;
  • explain legal concepts to lay persons;
  • communicate effectively orally and in writing;
  • work independently; and
  • organize and manage multiple priorities.
