Current Opportunity: Records and Data Management Specialist

Internal/External - TDI Employees and General Public

The Records and Data Management Specialist performs highly complex (senior-level) consultative services and technical assistance work in support of the Records Management and Support program area. The position is responsible for analyzing current business processes and procedures and recommending solutions, participating in technical discussions relating to program area automation needs, participating on agency teams relating to risk management, information security and privacy, electronic records management policies and systems, assisting in the development of staff training programs, performance metrics and quality assurance processes and assisting in the security administration process for administering access rights to the Division of Workers’ Compensation systems.


This position:

  • produces reports for employee performance and quality, and records management production and performance measures;
  • produces monitoring reports for electronic file movement, document imaging systems and other records management processes;
  • monitors critical systems for production control;
  • analyzes electronic file movement and document imaging system capabilities, workflow processes, and scheduling to resolve operational problems;
  • provides staff with assistance to solve records processing, electronic file movement and document imaging problems;
  • consults with public and private agencies to resolve problems, identify needs, and discuss electronic file movement processes;
  • prepares administrative reports and studies and performs specialized research projects; and
  • assists with special projects and performs other duties as assigned.

Qualifications

This position requires graduation from an accredited four-year college or university with a degree in business, records management or other related field.  Experience and education may be substituted for one another on a year-for-year basis.


Additionally, this position:

  • requires five years related experience in electronic records management, business or process analysis, information security and privacy; and
  • prefers three years experience in quality assurance, auditing for compliance with applicable rules and risk management.


This position requires demonstrated knowledge of:

  • Public Information and Act and State of Texas Records Retention Schedule;
  • information governance concepts/practices;
  • business process analysis;
  • information security and privacy practices;
  • project management principles and practices;
  • records management life cycles; and
  • quality assurance metrics and procedures.

This position requires demonstrated skill in:

  • planning, problem solving, and decision making;
  • performing detailed numerical work, and to make arithmetical computations;
  • effective communication (oral and written) to convey complex information to a variety of audiences;
  • report writing and documentation with a strong attention to detail;
  • the use of Microsoft Office tools such as Outlook, Word, Access, PowerPoint and Visio; and
  • technical details related to electronic records management.

This position requires the demonstrated ability to:

  • analyze and evaluate information in order to develop creative and workable solutions to complex problems and issues;
  • create reports, processes, policies, procedures, standards, and manuals;
  • interface and communicate effectively with high-level management and project stakeholders, including public and private agencies;
  • apply critical thinking to evaluate, interpret, translate and communicate complex technical information, policies and procedures;
  • monitor performance to determine training needs;
  • act as a catalyst for change and improvement in performance and quality;
  • work independently and in team settings; and
  • manage multiple tasks and priorities in order to meet deadlines.
