Re:   Financial filing requirements and related fees

The Texas Department of Insurance (TDI) is continuing to review financial filings. You must submit filings under the Insurance Code and 28 Texas Administrative Code Part 1 unless instructed otherwise. This bulletin does not create new requirements or suspend existing requirements.

TDI understands that your day-to-day operations may be interrupted due to COVID-19 and is assessing filing requirements, deadlines, and payments for required filings. TDI has posted a modified filings chart that will be updated as needed. To get notices about changes, sign up for email alerts about your license type.

Electronic submissions and extended deadlines

Submit all financial filings electronically to the email address listed on the modified filings chart. The chart also lists extended deadlines.

Filing fees and payments

If the financial filing requires a payment by check, you may submit it without payment. TDI will contact you later.

Signatures and sworn statements, affidavits, and notarization

You may submit financial filings with electronic signatures and without sworn statements, affidavits, or notarization, and TDI will contact you later.

There are criminal penalties for filing false information on a government document. Under Business and Commerce Code Section 322.009, an electronic record or electronic signature is attributable to a person if it was the act of the person.

Fingerprints

You may submit financial filings without fingerprints, and TDI will contact you later.

If you have trouble submitting a required filing or have a question about a requirement not listed, please contact TDI at FIN-GM@tdi.texas.gov.
