Re:   LEGISLATION ENACTED - 81ST LEGISLATIVE SESSION


This Bulletin provides information and brief summaries of selected bills enacted during the 81st Regular Legislative Session which may be relevant specifically to individuals and entities regulated by the Life, Health & Licensing Program at the Department of Insurance.

Attachment A provides summaries of the bills that may require action by regulated individuals and entities.

Attachment B provides a list of bills that may require action in particular circumstances. The bills contained in Attachment B have not been summarized because they have less impact on entities regulated by the Life, Health & Licensing Program than the bills contained in Attachment A.

The Department is only providing information with regard to the particular provisions of the bills that may apply to life, accident, and health coverage or licensing issues. Please refer to the actual bills for the complete content of the legislation. If viewing via a Web enabled computer, each bill number will link directly to the enrolled bill text. Alternatively, the bills, as well as other legislative information, may be accessed at the Texas Legislature Online website at www.capitol.state.tx.us.

The Department has attempted to include only relevant and recently enacted legislation. While the Department encourages use of the Bulletin to aid in compliance efforts, regulated individuals and entities are responsible for ensuring compliance with all enacted legislation affecting the business they conduct.

To complement this Bulletin, the Department has posted its legislative implementation plans on its website at www.tdi.state.tx.us.

In order to completely and timely implement any changes necessary to comply with new and amended statutes, the Department requests that this information be shared with all staff, agents, and other parties that are affected by the legislation. Carriers should review each bill listed in the attachments and make the appropriate filings to amend rates, rules or policy forms. All regulated individuals and entities should make appropriate changes to internal policies and procedures to comply with the new legislation and should also monitor the Department's website for rules that may be proposed to implement the legislation. Note that, in addition to monitoring the Department's website, an "e-news" application is available at: www.tdi.state.tx.us/alert/emailnews.html. By signing up to receive particular categories of information, interested parties are able to receive proposed rules, bulletins, and other items of interest.
